Dear Comrades / Colleagues,
PROTEST THE UNJUSTIFIED UNILATERALISM OF DOP
The Department of Posts has taken the route once again to total unilateralism and complete ignoring of staff side views on any basic issues that affect the interests of staff and service. It either prefers to non-consult the staff side totally before taking any decision to implement things that have a serious adverse impact on our interests and even against the existing Rules and Procedures formulated by DOPT and under FR&SR. It forgets and undermines its own accepted agreements and before the ink in the agreements dry takes recourse to violation of same agreements to which it is a party. This forces the staff side to time and again come to the streets to launch protest action to make ourselves heard. Unless this unhealthy practice is totally given up and an atmosphere of mutual consultations and honouring of its own committed positions in agreements is brought about by the DoP, the Postal JCA is of the firm opinion that a lot of energy and concentration of workers and employees of postal services would be wasted on unnecessary trade union action.
Latest Violation of agreement:
The Postal JCA has expressed its intent in the month of November 2009 to go on an indefinite strike on the face of serious attacks launched on the RMS & MMS. Hectic negotiations were conducted by Member [O] and Secretary [P] with the staff side on the issues and a written minutes was drawn up by the Department committing to maintenance of Status Quo as on 1.12.2009 on RMS & MMS. It was also decided that a further meeting would take place to discuss all other issues in the Charter of Demands. The struggle line was given up in an atmosphere of good will. The assured meeting with Member [O] on all other issues is yet to take place but suddenly the Department conducted its own official Work Shop for some officers at Bangalore and based on their own internal discussion is going ahead with serious implementation of changes thus distorting the status quo in RMS & MMS. Work Shops are only for consultation among officers and not for implementing whatever the Secretary or some other top officers speak in those so called workshops!
One such issue discussed in that workshop was to man the Mail Offices with HSG-I status by ASPOs instead of General Line HSG-I officials. This point has no basis to stand on and all existing Statutory Rules on HSG-I posts of General Line do not provide for such arbitrary and unilateral altering of the established positions. Even without trying to discuss with the staff side; even without attempting to amend the existing statutory rules of Government the DoP is trying to distort the rules on manning the HSG-I posts of General Line by ASPOs!
Bangalore workshop:
Bangalore workshop of official side has discussed various action points to be implemented on Mails operations and Delivery. Sweeping changes on several issues including about delivery hubs etc were subject matter of discussion there. These measures which are being experimented in one or two places recently over which the experiences of positive and negative nature are yet to be consolidated and discussed. Staff Side is nowhere in picture in all such contemplated changes. All the past experiences of the Department over implementation such schemes without involving staff side had ended in fiasco. Several such schemes were forced to be called off after haphazardly implemented here and there! Even the example of fast tract examination scheme implemented unilaterally ignoring the staff side views ended in subsequent roll back causing further more problems to the staff. But ironically those experiences are ignored and the road to unilateralism and arbitrariness is the chosen path for the present DoP. NFPE and FNPO Federations have in a joint letter expressed our differences on several aspects of Bangalore Workshop of Department. Yet the Department instead of coming to the table for discussion in a genuine effort to collectively plan for improvement of services on practical grounds is interested in arbitrariness only. This may land the department in a more critical situation than where we find ourselves in today. The interests of employees are highly compromised in the so called minutes of the Bangalore Workshop. We have no alternative but to raise our voice heard at all levels of higher administration and Government.
Postmasters' Cadre:
Yet another example of DoP's unilateralism is the way the Department preferred to bring about the Postmasters' Cadre ignoring the staff side views. The staff side is demanding cadre restructuring of all cadres in the department as like Railways and Income tax where such measures have been taken up seriously after 6th CPC. Instead of processing the cadre restructuring in a comprehensive manner, the DoP has opted to unilaterally bring about some cadre restructuring called 'Postmasters' Cadre' without any consultation with us. Sweeping changes to deny the senior officials to become LSG Postmasters on seniority cum fitness manner has been contemplated in the said changes! We opposed the improper apportionment of LSG and HSG-II vacancies for fast track promotions through examination but now the hundred percent future LSG Postmasters vacancies would be filled up only through such fast track examinations!! Retrograde decisions are taken without minding the implications and without consulting the staff side.
Serious attacks on GDS:
The DoP's attitude towards the GDS Employees is a glaring example of its hatred towards these three lakhs of Gramin Dak Sevaks. Merciless attacks are being let loose on the GDS System and employees. Retrograde recommendations of GDS Committee which received total condemnation from the entire staff side are being implemented unilaterally in the name of work study unit decisions etc. Arbitrary tightening of cash handling norms of BPMs will play havoc with their wages. Over and above the DoP has just immediately after implementing the GDS Committee recommendations for GDS SPMs is going for downgrading the GDS SPMs into GDS BPMs that will take away their right to higher TRCA slab and land them in down level slabs based on the tightened cash handling norms applied there too. The down gradation of GDS SOs into BOs would result in down gradation of status of several HPOs and ultimately the status of Divisions! That appears to be the intention of the Department!! In spite of Court judgments and earlier understanding reached with the staff side on the matter of PLB Ceiling, the DoP is adamantly implementing reduced ceiling of 2500/- for GDS. Even the existing practice of correct prorata fixation of wages to GDS staff denied this time by implementing the faulty calculations of Nataraja Murti Committee on prorata! Over and above the Department is not understood the importance of opening the forum of negotiations for GDS issues in the GDS Departmental Committee that has been locked up for years before! The entireties of GDS are under distress.
Casual labourers and GDS Substitutes:
The DoP order endorsing fixation of revised wages for the Temporary Status Casual Labourers restricted it only to TS CLS and underlined that a separate order for other Casual labourers would be issued. But till date no such order has come about! The payments of daily wages to casual labourers are fixed on statutory rulings on the subject which does not require sanction every time from the DOPT or MOF. Unfortunately the Department is not ready to take a decision on this issue and wasting their time on unnecessary file movements between different nodal ministries. Even the accruing DA instalments have not been added to the computation of their daily wages! Similar is the situation with regard to contingent workers and GDS Substitutes. All these sections are rotting at the old level of wages even after three years of implementation of 6th CPC recommendations. These sections also under total distress.
Postal JCA Decisions:
It was under these circumstances, the Postal Joint Council of Action of NFPE and FNPO Organisations met in New Delhi on 3.2.2010. The necessity of focussing the issues effectively before the Government and all levels of Administration was felt by the JCA. It was also felt by the JCA that in the event of non-redressal of our above genuine concerns immediately, there is no alternative course before the Postal Workers but to launch an industrial action including strike action to be decided by the JCA soon.
In the meanwhile, to effectively focus the attention of all concerned, it was unanimously decided by the Postal JCA Meeting, in which the Secretary General of NFPE and FNPO, General Secretaries of all affiliated unions and associations of these two Federations and the General Secretaries of GDS Unions took part, to undertake the following immediate action programme:
· Joint letter from Postal JCA to be written to Honourable MOC & IT; MOSC & IT; Cabinet Secretary; DOPT Secretary and to Secretary [P] expressing the existing situation that may lead to industrial unrest and for seeking redressal of the deteriorating situation.
· Massive Protest Demonstration before Parliament on 2.3.2010 during the Budget Session of Parliament and inviting all Party M.Ps to our Demonstration and to seek their good offices for intervention.
· On the same day on 2.3.2010, field level Circle / Divisional / Branch organisations should unitedly launch a protest collective demonstration at all levels and send the same letter of All India Postal JCA addressed to Hon'ble MOC & IT to the Honourable Minister of Communications & IT by speed post.
· Further Action would be announced by the Postal JCA.
Unite to Fight the Injustice:
Dear Comrades / Colleagues, The time has come to seriously demonstrate our will that under such conditions of suffocation and torment the postal workers would not tolerate. We are not slaves to the unbridled bureaucrats who decided on their will and pleasure undermining all Departmental Rules and Procedures and distort the system from within. We have a voice and we have to make our voice clear and loud to the whole Administration and Government to put a full stop to the unethical attitude of unilateralism and repeated violations of agreements they prefer to sign after marathon discussions.
In this hour of distress, the all India leadership in the Postal Joint Council of Action urges upon the entirety of Postal Workers and their branch unions to sink their differences and come about in a united platform with all their convictions and might. United we survive and divided we fall! Let us unite and agitate to win.

Sir,
We, the undersigned Secretaries General of major Federations of Postal Employees with all General Secretaries of our affiliated all India organisations and the All India Unions of Gramin Dak Sewaks, prefer to bring to your kind notice about the attitude of total unilateralism, arbitrariness and repeated violations of written agreements by the Department of Posts and to seek your kind intervention for setting the things right in the larger interests of postal services and more than five lakhs of its work force.
We like to place the following major issues for your kind notice in order get them redressed to prevent any escalation of industrial unrest in the postal services at the time the Postal services is struggling to establish itself as an organisation of its own entity.
- Unilateralism and Violation of Agreements:
The Department of Posts has taken the route once again to total unilateralism and complete ignoring of staff side views on any basic issues that affect the interests of staff and service. It either prefers to non-consult the staff side totally before taking any decision to implement things that have a serious adverse impact on our interests and even against the existing Rules and Procedures. - Request for kind intervention of Hon'ble MOC & IT:
It is in the background as explained above, that the postal employees who are in distress, seek your kind intervention for causing orders and instructions to the DoP to sit across the table with the staff side Federations and Unions of both regular employees and Gramin Dak Sevaks for amicably resolving the issues before the distress and disillusionment are allowed to grow further demanding avoidable staff unrest in the postal services which as responsible trade union organisations we would desire to avoid.

COMPASSIONATE APPOINTMENT – GUIDELINES RELEASED, BY DEPARTMENT OF POSTS

Sub: - Scheme for Compassionate Appointment – Relative Merit Points and Procedure for selection
The objective of the Scheme for Compassionate Appointment is to grant appointment on compassionate grounds to a dependent family member of a Government servant dying in harness or who is retired on medical grounds, thereby leaving his family in penury and without any means of livelihood. It is to relieve the family of the Government servant concerned from financial destitution and to help it get over the emergency.
Keeping, I view the objective of the Scheme, the existing instructions relating to compassionate Appointment have time and again been reviewed/modified/simplified so that the system finally derived at shall be more transparent, efficient and uniform in nature.
The efficacy of the Scheme is based on its transparency. It is this aspect, which is foremost and hence while considering a request for appointment on Compassionate grounds by a Committee, a balanced and objective assessment of the financial condition of the family has to be made taking into consideration its assets and liabilities and all other relevant factors such as the presence of earning member, size of the family, ages of the children and the essential needs of the family etc. This is done to assess the degree of indigence among all the applicants considered for compassionate appointment within the prescribed ceiling of 5% of the direct recruitment vacancies.
The existing position has been reviewed in this Department and it has been decided by the competent authority that to achieve the objective of the scheme of the Compassionate Appointment and to ensure complete transparency, merits of the cases can be conveniently decided by allocating points to the applicants based on various attributes indicated in the references of DOP&T from time to time. Accordingly the Department has worked out a system of allocation of points to various attributes based on a hundred point-scale as indicated in the tables below: -

The above system of weightage not only awards objectivity to the entire method but also ensured complete transparency and uniformity in the selection process. The above method should be strictly followed with immediate effect, keeping in view the instructions issued by the Department of Personnel & Training from time to time.

Sub: Norms for Postmen Establishment
Sir/Madam,
I am directed to refer this office letters no. 31-45/73-PE.I dt. 16.02.1975 and 31-38/79-PE.I dt. 22.05.1979 wherein ad hoc norms for postmen Establishment were communicated.
The revision of ad hoc norms for Postmen establishment were under consideration of the Department for quite some time past, Accordingly, the Competent Authority ordered an intensive scientific work study by the IWSU of the department. The report of Internal work study unit and their recommendations have been carefully examined in consultation with integrated finance wing and the Competent Authority has ordered for revision of norms for Postmen establishment as given in the enclosure with immediate effect.
The Heads of circles and Regional Postmasters General are requested to undertake a review of the implementation of revised norms after six months and provide the for assessing the impact of new norms and undertaking a fresh review if considered necessary.
The revised norms communicated for Postmen establishment will also be applicable for GDS Mail deliverer as per note below Rule 106 of Vol. VI part III.
This issues in concurrence with integrated finance wing vide their advice in dairy no. 30/FA/10/CS dated 04.02.2010.

Therefore, the bulk articles as per revised definition have to be segregated, and counted separately. Each bulk Addressee in receipt of 7 or more articles will be given a time factor of 2 Mts. There is no need for deduction of this work load from the total work load as is done now. To illustrate, if a particular Post office is in receipt of 600 unregistered articles, other than bulk mail, it has to be multiplied by 0.72 and if it received 80 articles for 7 bulk Addressees then, the work load for delivery of bulk mail would be 7 X 2 mts = 14 mts. |

General Secretary's Desk
Dear Comrade,
This time, I feel a long gap in discussing with all of you through this desk which is due to various works and preoccupations. We are in receipt of lot of appreciations about the 'Hand Book 2010', I record my sincere thanks to all those compliments through this letter.
1. HAND BOOK – 2010
A sudden thought as proposed by our beloved President Com. M. Krishnan. We did it with in a span of one week in compilation and one week in proof corrections & printing. There are many items left behind which we will include in the next year book 2011.
First we printed 2000 copies for complimentary to Branch/Divisional Secretaries, Circle Secretaries/ Circle office bearers, & CHQ office bearers, well wishers & officers of the department. Further 2000 copies were printed exclusively for A.P. Circle due to the efforts of Com. R. Sivannarayana, AGS.
Yes it is a record break! Totally 10000 copies were printed and almost all sold or sent within a short span of time. We can't imagine this much of demand. I record my sincere thanks to all Branch/Divisional Secretaries & well wishers in popularizing the Hand Book.
Some representatives told that they are procuring the Hand Books for supply to the newly recruited PAs so that they can understand our history and hard work. Some told that it will be helpful to distribute among the membership at the time of verification of membership.
Anyhow, the CHQ is proud that it has reached a great height and next year book 2011 will be more attractive with more contents.
2. FRESH VERIFICATION OF MEMBERSHIP
The Department has convened a meeting of all union representatives on 04.02.10 and discussed about the process of fresh membership verification as per the decisions of Chennai High court. According to the revised procedure, the declarations should be submitted to the divisional head instead of DDOs. Most of the other conditions are same and similar to the previous verifications.
The Declaration form to be submitted by the members is a new one which bears the signature of Director (SR). The submission and verification of membership declarations etc may end in the last week of April 2010 and recovery of subscription as per the revised option will be commenced from the pay of May 2010. Exact dates and procedures will be published in our website as soon as the Department releases the orders for re verification which we expect within a week time. All of you please get ready to gather more support from members than in the past. Please act swiftly.
We have been give sufficient time. But we should rush to approach the members. Meet them and discuss about our commitment, hard work and future planning. Educate them against the Dual Membership. Tell them it is a shame to give declaration to two unions. Enroll more membership during this verification. Shed down all the difference at local level. No operation elimination. That will be viewed very seriously. Remember! The prestige of our organization is on your hands now. I fervently trust that you will enroll maximum membership this time. Yes: you will be honoured in the next All India conference.
3. JCM (DEPARTMENTAL COUNCIL MEETING)
The Department has sought subjects for the ensuing JCM Departmental council meeting and the same was submitted to the department on 27.01.2010. The following items have been notified as General and related to our cadre problems

The meeting is expected to be convened in the month of March 2010.
4. POSTAL JCA DECISIONS
The Postal JCA met on 03.02.2010 and took the decision to hold a massive protest demonstration before parliament during the budget session on 02.03.2010 and also at Divisional level and also to write letter to Hon'ble MOC & IT, MOSC & IT, Cabinet Secretary, DOPT Secretary and also the Secretary (P) on the following serious issues emerged now.
1. Down gradation of GDS SOs in to BOs; unilateral introductions of Cash handling work norms for BPMs, Denial of Prorata wages, Disparity in PLB to GDS, non revival of GDS Committee etc.
2. Non revision of wages to full time & part time contingent employees & GDS substitutes.
3. Violation of status Quo agreement on RMS & MMS and transferring HSG I posts to ASRMS in RMS.
4. Unilateral implementation of Postmaster; cadre without considering cadre review proposals.
5. General attitude in ignoring the staff side before taking any important decision affecting the interest of Postal itself.
The JCA Circular is exhibited in our website. Please take a print out and also forward the copy of letters addressed to Hon'ble MOC & IT through speed post on 02.03.2010 after holding demonstration in your branch/division.
5. POSTMASTER'S CADRE
The DOP has unilaterally caused orders for the creation of Postmasters cadre vides its order no. 13-2/2010-PE-I dated 03.02.2010 without considering our entire Proposal of cadre restructuring. 2097 LSG Postmasters, 511 HSG II Postmasters and 495 HSG I postmasters posts are to be identified as Postmaster Grade I, II & III respectively. 116 PSS Group B Senior Postmasters posts have also have been brought under this cadre.
The procedures for filling up the posts have not been spelt out in this order. These posts may be filled up with the present officials as one time absorption from LSG, HSG II & HSG I officials as one time absorption from LSG, HSG II & HSG I officials and thereafter vacancies will be filled up only through competitive examination among Postal Assts. The opinions/suggestions/future courses of action are invited from the branch/divisional/Circle Secretaries to evolve a correct position over its implementation and other cadre restructuring.
6. POSTAL DEPARTMENTAL ANOMALY COMMITTEE MEETING.
The anomaly committee meeting was held on 05.02.2010 at Directorate. The following are the outcome of discussion
1. Placement of TBOP/BCR PA/SA at lower level in comparison to same cadre in Telecom: The stand of the Official Side is that this is not an anomaly of 6th CPC. However it was agreed by the Chairman that the issue would be re-examined independently out of the anomaly committee.
2. Denial of Higher Pay Scale and also denial of special allowance of PO&RMS Accountants for fixation of pay on promotion: The Official Side took the position that this is also not an anomaly of the 6th CPC but agreed to examine the issue for making a favourable reference to the Nodal Ministry.
3. Anomaly of omission of grant of PB2 to Postal Machine Assistants renamed as Technical Postal Assistants: The Official Side agreed to have a re-check with all aspects raised by the Staff Side.
4. Head Mailman - Disturbance of relativity with Postman/Mailguard following 5th CPC: The Official Side took the same position that this is not an anomaly of 6th CPC. After discussion in which the decision of the Departmental Council JCM in the year 1978 was pointed out, the Chairman stated that only the willing seniors at BCR Group D level with pay on par with Postman/Mailguard will be posted against Head Mailman post.
5. Chargehand - Placement of Chargehand in PB-2 rather than its merger with Artisan Grade I: Chairman agreed the justification of this Anomaly and stated the Department has taken up this issue with the DOPT for settlement.
6. Artisan Grade I - Common cadre including Railways and Defence - Parity from 01.01.1996: The Official Side pointed out that the anomaly existed after 5th CPC has been set right by the 6th CPC. Therefore there is no anomaly arising after 6TH CPC. However on the question of parity with Railways and Defence would be re-examined.
7. Data Entry Operators - Lower placement than other Central Government Departments: The creation of DEO Posts by matching savings on direction from Directorate in Chennai DAP and the denial of 4000-6000 pay to these employees has been elaborately discussed. The Official Side contended that this cannot be taken as a 6th pay commission anomaly since the cadre of DEO has not been created in DoP so far. The Official Side admitted that follow up measurers should have been taken at that time itself for creating Recruitment Rules etc. However it is agreed that the issue would be addressed by creating the said DEO cadre with appropriate Recruitment Rules.
8. Cash Handling Allowance to PO & RMS Treasurer - allowing allowance at par with Cashiers in administrative offices: Once again the official side did not agree this as an anomaly of the 6th CPC. After much discussion it was suggested by the Official Side that we may have to make out a strong case in this matter and requested the staff side to provide such vital points in justification which will be examined by Official Side and taken up.
9. Sorters in DAP - Relativity disturbance from 5th CPC compared to Postman cadre: On explaining that the Sorter Cadre which was a promotional cadre to Group D is now placed in the same level with Group D, the Official Side suggested that this has to be set right through cadre restructuring. We pointed out that a recommendation to merge sorters with LDC is not been implemented. It was agreed to proceed in this issue along with cadre restructuring.
10. Grant of Supervisory Allowance to LSG/HSG-II/HSG-I supervisors - Non grant of graded supervisory allowance: The Official Side pointed out that this is not an anomaly of 6th CPC.
11. Anomaly in connection with revision of pay scale of BCR Group D (multi skilled Group C) - Non grant of PB-1 with Grade Pay of Rs.1900: Staff Side pointed out the non-fixing of 1900 Grade Pay from 1.1.2006 for the BCR Group D who were in pre-revised scale of 3050. The Official Side agreed to our view and agreed to set right the anomaly. Further the dept agreed to issue necessary orders to the erstwhile Group Ds who become Postman or PA after 1.1.2006 to upgrade their pay entitlement to MSE.
12. Supervisory allowance for Head Postman/Overseer Postman: Not an anomaly and this has to be taken up separately.
13. TA/DA to Mail Overseer: Not an anomaly and this has to be taken up separately
14. Higher pay scale to PA/SA Supervisory Posts: After discussion the Official Side agreed to send a reference for grant of Grade Pay 4200/- in PB-2 for LSG Supervisors.
15. Anomaly in fixation of Stenographers: The Official Side stated that the anomaly of Stenographers has been sorted out after the orders of Government to grant 4600/- Grade Pay to Private Secretaries. We pointed out that the anomaly of Grade II and Grade I remaining in same grade pay of 4200/- still remains. The Official Side has taken the position that since this is a common cadre and has to be taken up at higher level.
16. Grant of Pay Scale to drivers equal to Postal Assistant (reference in accordance with judgment of High Court of Madras): The official side pointed out that this is an issue pertaining to common cadre. Staff side pointed out the differences between MMS Drivers and Government staff Car Drivers in the nature of duties and that Drivers are exchanging mails also. Finally the official side agreed to refer the issue to nodal ministry for enhancing the Drivers Scale on par with Postman to pre-revised 3200 scale.
17. Lab Attendant: Official Side told a reference has already been made to nodal ministry in this regard.
18. Medical Store Keepers: Already issued.
19. Nurses: Already issued.
7. D.A. RISE
The Statistic department, Government of India has announced the consumer price Index for December 2009 as 169 and accordingly, the D.A. hike will be 8% from 01.01.2010. The revised D.A w.e.f 01.01.2010 will be 35%. This will be approved and given effect during March.
8. MEDICAL INSURANCE SCHEME
The Health Ministry & Family welfare is undertaking a survey to ascertain as to how many of the exiting employees and existing pensioners are willing to switch over from the present CGHS or medical reimbursement system to Health insurance scheme. The survey is intended for fair assessment of determining the problem premium etc. This insurance scheme will be compulsory for the future recruitees and fee existing employees on becoming pensioner. Insurance coverage will be up to 5 lakhs per family per year. The last date for the survey fixed as 15.02.2010.
9. OTHER NEWS
v National council JCM meeting scheduled on 16.01.2010 has been postponed the next date has not been finalised.
v NREGS revised incentive has been circulated by the DOP according to individual transactions vide letter No. 01-14/2009 – RB dated 18.1.2010. The full text of the orders will be published in the next Bhartiya Post. The revision is due to our continuous & repeated pressures.
v Systems Administrators are now handling 57 applications of software at present are well versed with its handling. But still awaiting for their recognition!
v The deficit of Department of Posts for the last three years is as follows: -
2006-07: Rs. 1249.52 crores. 2007-08: Rs. 1511.44 crores 2008-09: Rs. 3593-09 crores.
The estimated deficit for the current year is Rs.5632.42 crores.
v The DOPT vide its OM No. 36038/2/2008-Estt (Res) dt. 15.01.2010 has ordered to launch a special recruitment drive to fill up the back log reserved vacancies of persons with disabilities as on 15.11.2009 forthwith.
v We are demanding to consider and identical enhancement of Grade pay to BCR/HSG II from 4200 to 4600/- and HSG I from 4600/- to 4800/- to protect the horizontal and vertical relatives between General & IPO line.
v The Department notified Group B examination to be held on 3, 4 & 5 May 2010. Vacancies in General line are OC: 25, SC: 6, ST: 2 For IP line OC: 21, SC:3, ST: 2.
v The Department circulated revised norms for postmen vide its letter No. 9-1/2005-W.S.I/PE I. dt. 05.02.10. The norms for delivery of unregistered mail have been reduced from 0.75 mts. to 0.72 mts. For delivery of Speed Post 2 mts. time factor has been provided. The norms distance traversed has been revised. 20 mts. time factor was provided for returns work. The orders will be published in website.
v The Department vides its letter no. 37-36/2004-SPB-1/2 dt. 20.01.10. has notified the relative merit points and procedure for selection for compassionate appointment. 100 points scale has been prescribed. The order is published in the website & Bhartiya Post.
10. CWC MEETING
The CHQ has notified the conduct of its CWC meeting at Ajmer from 26.03.2010 to 27.03.2010 to discuss various developments taken place in the recent days to chalk out future programme.

FOR CREATING POSTMASTERS CADRE UNILATERALLY AS PUBLISHED IN OUR WEBSITE EARLIER.
2097 LSG Postmasters [POSTMASTER GRADE - I]; 511 HSG-II Postmasters [POSTMASTER GRADE - II]; 495 HSG-I Postmasters [POSTMASTER GRADE -III]; & 116 PSS GROUP -B POSTS [SENIOR POSTMASTER] HAVE BEEN DESIGNATED AS POSTMASTERS.
The Procedures to fill up these posts have not been spelt out in this order -But we gathered that the first time absorption in all these posts will be by one-time option from LSG - HSG-II -HSG-I officials. - But in future LSG Postmasters vacancies will be filled up only through competitive examination from PA/SAs.
Postal JCA has already decided on its 3rd February 2010 meeting to organise protest on such unilateral action of the DoP and called for a nationwide protest with a Massive Parliamentary March on 2.3.2010 along with important GDS, casual labouers and Attack on RMS issues.

NFPE DELEGATION MET MEMBER [P]
A DELEGATION OF NFPE MET TODAY OUR MEMBER [P] AND DISCUSSED SOME IMPORTANT ISSUES
We brought to the notice of the Member [P] that while in all circles the orders of the DoP has been implemented by relieving the AAO Promotees as per the list placed in the DoT website, the Circle Administration of Tamilnadu is not doing so but seeking clarifications from Directorate. We urged for immediate relief to the AAO Promottes of Tamilnadu Circle.
We also met the DDG PAF and informed our interaction with the Member [P] and also urged for similar action to relieve all the AAO Promotees to maintain uniformity in all circles.
The letter submitted by the NFPE in this regard is available at the bottom of this blog.
We also pointed out through our letter and discussion that in blatant violation of status quo agreed upon by the Department on RMS on 1st December 2009, the General Line HSG-I posts in Mail Offices are being filled up by the ASPOs on the basis of the Minutes of the official side work shop held at Bangalore. We requested that the measure is violative of statutory rules on the subject. This letter also is available at the bottom of this blog.
We raised the issue of down gradation of GDS SOs into GDS BOs that may result in down gradation of the status of the HPOs also in addition to the economic loss to the GDS SPM incumbents despite any protection of pay for the time being. We urged for reconsideration of the stand. The letter in this regard is also placed at the bottom.
The undue delay being caused on grant of revised wages to casual labourers, contingent workers and GDS Substitutes also was raised and we sought the intervention of the Member [P] for immediate stand at the level of the Directorate level itself instead of taking the matter to DOPT which is unnecessary.
We will follow up the issues and as soon as any development is notices the same would be communicated by us.

Ref: Directorate Orders No.301(12)2010/PA Admn III/567-633 Dated 28.01.2010
Kindly refer to the DoP Order cited above endorsing the orders of DoT Dated 23/12/2009 and 13/01/2010 on the question of promotion to AAO promotees. Based on the above orders of the Postal Directorate, several Postal Circles have already relieved the AAO Promotees as per the list published in the website of DoT.
Unfortunately, the Circle Administration of Tamilnadu Circle instead of relieving the AAO Promotees and directing them to present themselves before the Controller of Accounts in DoT Circle Offices as was correctly done in other Postal Circles, reportedly delaying the relief in the name of seeking clarifications from Postal Directorate and raising the issue of staff shortage etc.
The issue of staff shortage was already discussed at the highest level of the Department by this Federation wherein the Secretary Department of Posts had categorically informed that shortage is not a problem anymore in the background of winding up of Screening Committee. The delay in relief to the Promotees in Tamilnadu Circle will only delay the three months training to be imparted to them while several of their juniors in other circles might complete the training in advance.
This Federation urges for uniformity in all Circles in implementing the orders of the DoP on this important issue involving promotion to a good number of officials and requests for issue of appropriate instructions to Tamilnadu Circle Administration for causing immediate relief to all those AAO promotees who have submitted their declarations.
An early action in this matter will receive our high appreciation.

2. Letter on HSG-I Mail Offices.

Sub: Violation of Statutory Rules of Promotion and Posting in HSG-I Posts in RMS without proper orders and procedures – regarding.
Ref: Minutes of the Official Side Work Shop conducted by the Department at Bangalore.
Madam,
This Federation is shocked to find that the Circle Administration in several Circles are going ahead in replacing the HSG-I incumbents earmarked for promotion to General Line Officials in Mail Offices by IPO Line Officials.
We wish to point out that the move has no backing of any statutory provisions of the Department. Unless and until the issue is discussed with the staff side and until the rulings on the subject of promotions to HSG-I to General Line officials exist in its present form, such unilateral posting of IPO line officials against General Line vacancies are unjust and unconstitutional. A new culture is being introduced by such unconstitutional methods in the Department of Posts wherein the Administration is usurping the powers to nullify the provisions of the Statutory Rulings.
We wish to refer to the joint letter given by the NFPE and FNPO Federations on 31.01.2010 expressing the view points on the Action Points mentioned in the minutes of the Bangalore Workshop of Official Side. There are several issues on which the opinion of the Department is retrograde and unilateral.
This Federation protests strongly the action of the Administration in implementing such serious issues in contravention of Departmental Rulings just in the name of a official side work shop. We therefore urge upon you to cause immediate instructions to stall any such unilateral moves and order maintenance e of status quo in the status of the HSG-I Posts in the RMS Wing. An early action in this matter will be appreciated very much by this Federation.

3. On Downgradation of GDS SOs into GDS BOs.

Sub: Stopping the Down gradation of GDS SOs into GDS BOs causing chain reactions – regarding.

This Federation is shocked to find that such a sweeping orders has been issued without taking into consideration the staff side viewpoints well in advance before resorting to implementation of such measurers.
The down gradation of GDS SOs will result in down gradation of status of HPOs in several divisions. Down gradation of status of HPOs will lead to enormous staff problems including loss of higher promotional posts for the staff. The measure may also lead to down fall in the TRCA Slabs since the GDS BPMs will hereafter be fixed in 5 Slab TRCA pattern based on the work load that has been tightened by unilateral cash handling norms decided by the Department.
This Federation therefore urges upon you to stop implementation of the above down gradation orders and subject the issue for further discussion with the Staff Side before embarking upon any such retrograde measures.

4. On revised wages to Casual Labourers / Contingent / GDS Substitutes.

Sub: Inordinate delay in issuing orders on revised wages payable to Casual Labourers, Contingent workers and GDS Substitutes – regarding.
This Federation is constrained to bring to your notice that despite clear existing orders on the subject of fixing the wages of the Casual Labourers, Contingent Workers and GDS Substitutes, the Postal Directorate is still unable to issue the orders based on the revised wages after 6th CPC. Even the Dearness Allowance instalments are ignored in calculation of the wages in the background of the orders issued by the Directorate for Temporary Status Casual Labourers in which it was categorically mentioned that the field level units should wait for further orders regarding payment to Casual labourers etc.
This Federation is aware that this situation has arisen only because of the stand taken by the Department to refer the case to DOPT etc without any need since the JS&FA is quite empowered to clear the files on this issue. No new element has come into play for going to the DOPT or MOF Etc on this issue.
The discontentment is running very high among these sections all over the country and therefore your personal intervention is requested to cause instructions for immediate orders on the subject.
We shall appreciate your favourable action.

GDS WAGE REDUCTION – KERALA DIVISIONAL UNIONS OBTAINED STAY
The Department is causing retrograde orders one after another affecting the interest of GDS comrades. It has tightened the norms to the extent of 1 point for cash handling of Rs.20000/- and its application. No norms for RPLI, NREGS has been fixed so far even as per the GDS committee report. Now the recent attack has come in the form of closure of all existing EDSOs before 28.02.2010 by an order dated 14.01.2010. The reason for such move is that there is no much distinction between the functioning of EDSOs & Pos and the decision is based on the Nataraja Murti's accommodations. The present incumbents holding the post of GDS SPM will be give protection in the TRCA scale of Rs.4575-85-7125 corresponding to five hours/125 points. The downgraded EDSO will function with the establishment of GDS SPM, GDS MD/MC depending on the justification for such a post. If there is justification for upgradation in to Departmental Sub offices. It can be upgraded by utilizing may surplus post of PA.

D.A. RISE - 8% W.E.F 01.01.2010
The statistic Department Government of India has announced the All India Consumer Price Index number for (industrial workers) Base 2001-100 for the month of December 2009 as 169 (i.e. one point rise from November 2009)
Accordingly, the Central Government employees will have a D.A. hike to the extent of 8% w.e.f. 01.01.2010. The revised D.A w.e.f 01.01.2010 will be 35%. Normally the revised D.A rate will be approved by the cabinet and given effect in the month of March every year.

The undersigned is directed to invite attention to this Department's O.M. of even number dated 27.11.2009 whereby a Special Recruitment Drive has been launched to fill up the backlog reserved vacancies of persons with disability. Attention is also invited to this Department's O.M. No. 360351812003-Estt(Res) dated 26th April, 2006, which, inter alia, required preparation of reservation roster registers and earmarking of reservation for persons with disabilities in accordance with the instructions contained in this Department's O.M. No. 360351312004-Estt(Res) dated 29.12.2005 starting from the year 1996. The OM provided that if some or all the vacancies so earmarked had not been filled by reservation and were filled by able bodied persons either for the reason that points of reservation had not been earmarked properly at the appropriate time or persons with disabilities did not become available, such unutilized reservation might be treated as having been carried forward. There may be some vacancies which might have become available for persons with disabilities in terms of the OM dated 26.4.2006 It has been decided to fill up all such vacancies during the Special Recruitment Drive referred to above.
2. All the Ministries /Departments etc, are requested to scrupulously implement the above decision.

Subject : Special Recruitment Drive to fill up the backlog reserved vacancies for Persons with Disabilities.
The undersigned is directed to invite attention to this Department's OM of even number dated 10th December, 2008 whereby a Special Recruitment Drive was launched to fill up the backlog reserved vacancies of the persons with disabilities. The OM stipulated that reservation and backlog reserved vacancies would be determined on the basis of vacancies arising in the establishment in accordance with the instructions contained in this Department's O.M. No. 36035/3/2004-Estt(Res) dated 29.12.2005. However, the High Court of Delhi in W.P.(C) No.l5828/2006[National Federation of the Blind Vs. UOI & Ors.] held that reservation to persons with disabilities should be calculated on the basis of the strength of the establishment and passed orders for computing the quota and backlog of reservation as per their directions. This Department, subsequently filed a Special Leave Petition (No. 7541 / 2009 ) in the Supreme Court challenging the order of the Hon'ble High Court, and without prejudice to the outcome of SLP, issued OM No. 36012/23/2009-Estt.(Res.) dated 4.5.2009 requesting all the Ministries I Departments etc. to implement the order of the High Court. Since the principles on the basis of which the Special Recruitment Drive dated 10.12.2008 was launched were not in line with the orders of the High Court, the Drive could not be continued after the decision of the High Court.
2. The Supreme Court vide their interim order dated 6.1 1.2009 in SLP No.7541/2009 (Union of lndia & Others Vs. National Federation of Blind) stayed the directions of the High Court and reaffirmed the interim order passed by it on 31.8.2009 whereby the Union of lndia was directed to file a detailed status report regarding the extent to which the posts had been identified and filled up and also indicating the steps taken to fill up the vacancies that had arisen after the commencement of the 1996 Act.
Pending final decision of the Supreme Court, reservation for persons with disabilities shall now be determined and implemented in accordance with this Department's O.M. dated 29.12.2005.
3. Keeping all aspects in view, it has been decided to launch a fresh Special Recruitment Drive to fill up the backlog reserved vacancies of persons with disabilities existing as on 15.11.2009 according to the following schedule :-

4. The following points would make the meaning of the "backlog reserved vacancies of persons with disabilities" clear, which should be kept in view while determining the backlog:-
(i) If any vacancy earmarked reserved for any category of disability in the initial year of recruitment cannot be filled due to non-availability of a suitable person with that disability or for any other sufficient reason, such vacancy is left unfilled and is treated as a 'backlog reserved vacancy' in the subsequent recruitment year. Further details in this regard may be seen in this Department's O.M. NO. 36035/3/2004-Estt(Res) dated 29.12.2005.
(ii) Prior to the issue of the 0:M. dated 29.12.2005, if in any year, suitable physically handicapped candidates were not available to fill up a reserved vacancy, the vacancy was filled by another category candidate and reservation was carried forward for a period of upto three recruitment years. During that period, in the event of non-availability of suitable persons with disability, the reserved vacancies were not kept unfilled. Nevertheless, it is possible that some Ministries/ Departments /establishments might have kept some vacancies earmarked reserved for the persons with disability unfilled due to non availability of persons with disability. If such vacancies exist, these will be treated as backlog reserved vacancies for the purpose of the Drive.
5. It is important to note that the Government has to file a report in the Supreme Court in terms of the interim order dated 31.8.2009 referred to in para 2 above. All the Ministries/Departments are, therefore, requested to scrupulously monitor the Drive and review its progress from time to time.
The Liaison Officer in the Ministry I Department should keep a vigil on the progress of Drive in the Ministry I Department and all its attached offices / subordinate offices I public sector undertakings 1 autonomous bodies etc.
If he finds any problem in the matter, he may bring it to the notice of the Secretary of the concerned Ministry I Department who may in turn issue necessary instructions.
6. The Ministries I Departments should collect information from all the appointing authorities under them and send the following reports to this Department:

7. It is expected that a large number of the backlog vacancies would be filled up by 15.2.2010 and remaining by 30.3.2010. If any vacancy still remains unfilled, it should be filled up latest by 15.7.2010. In order to enable this Department to assess the progress of the Drive, the above referred reports should be sent to this Department three times - first by 15.2.2010, second by 30.3.2010 indicating the progress made upto these , dates and final report by 31.7.2010.
8. The Attached Offices/ Subordinate Offices /Autonomous Bodies/ Public Sector Undertakings should not send the report direct to this Department. They should send the information to their administrative Ministry/ Department which will consolidate the information and send such consolidated information to this Department.
9. It is also emphasized that while filling up the current vacancies, instructions about reservation for persons with disabilities contained in this Department's O.M. dated 29.12.2005 should be strictly followed.

The undersigned is directed to say that the Persons with Disabilities (Equal Opportunities, Protection of Rights and Full Participation) Act, 1995 which came into existence on 1.1.1996 provides for reservation for persons with disability in the posts identified for three categories of disabilities namely
(i) blindness or low vision,
(ii) (ii) hearing impairment and
(iii) (iii) locomotor disability or cerebral palsy.
Instructions have also been issued by this Department for providing reservation for such persons. In spite of the Act and the instructions of this Department, vacancies were not earmarked reserved or were not filled by reservation in some establishments.
2. The matter has been considered carefully and it has been decided that reservation for persons with disabilities should be implemented in right earnest and there should be no deviation from the scheme of reservation, particularly after the Act came into effect. In order to achieve this objective, all the establishments should prepare the reservation roster registers as provided in this Department's O.M. No. dated 36035/312004-Estt(Res) dated 29.12.2005 starting from the year 1996 and reservation for persons with disabilities be earmarked as per instructions contained in that OM. If some or all the vacancies so earmarked had not been filled by reservation and were filled by able bodied persons either for the reason that points of reservation had not been earmarked properly at the appropriate time or persons with disabilities did not become available, such unutilized reservation may be treated as having been carried forward to the first recruitment year occurring after issue of this O.M. and be filled as such. If it is not possible to fill up such reserved vacancies during the said recruitment year, reservation would be carried forward for further two years, where after it may be treated as lapsed.
3. It has been observed that some recruiting agencies declare in their advertisements that blind / partially blind candidates need not apply and that separate examinations would be conducted for visually handicapped candidates. Attention is invited to para 7 of this Department's O.M. No. 36035/3/2004-Estt(Res) dated 29.12.2005 which provides that persons with disabilities selected on their own merit will not be adjusted against the reserved share of vacancies. It means that persons with disabilities who are selected on their own merit have to be adjusted against the unreserved vacancies and reservation has to be given in addition. If visually handicapped candidates or any other category of handicapped candidates are debarred from applying on the ground that a separate examination would be conducted for them, chances of handicapped candidates being selected on their own merit would be eliminated. Thus debarring of any category of handicapped candidates in the above manner is against the provisions contained in the aforesaid O.M. It is, therefore, requested that persons with disabilities should not be debarred from applying for the posts identified suitable for them and should be provided opportunity to compete for the unreserved vacancies as well by holding a common examination.

Sub: Benefit of reservation to persons with disability who acquire disability after entering into Govt. service..
The undersigned is directed to say that various Ministries/Departments have been seeking clarification whether a person who acquires disability after entering into Government service shall get the benefit of reservation in services as provided in this Department's OM No.36035/3/2004-Estt.(Res.) dated 29.12.2005.
2. It is hereby clarified that the OM dated 29.12.2005 does not make any distinction between persons acquiring disability before or after entering into service. An employee who acquires disability after entering into service will be entitled to get the benefit of reservation as a person with disability as provided in the instructions contained in the above referred OM from the date he produces a valid certificate of disability.
3. All Ministries/Departments etc. are requested to bring it to the notice of all establishments under their control.

Three percent of the vacancies in case of direct recruitment to Group A, B, C & D posts shall be reserved for persons with disabilities of which one per cent each shall be reserved for persons suffering from

(vi) (iii) locomotor disability or cerebral palsy in the posts identified for each disability;
Three percent of the vacancies in case of promotion to Group D, and Group posts in which the element of direct recruitment, if any, does not exceed 75%, shall be reserved for persons with disabilities of which one per cent each shall be reserved for persons suffering from

(ii) hearing impairment and
(iii) locomotor disability or cerebral palsy in the posts identified for each disability.

It is credited with the largest postal network in the world with one post office serving 7174 people and covering an area of approximately 21.2 sq. kms. |
| 2 | Project Arrow | A new scheme "Project Arrow" has been introduced in this plan period for refocusing on the objectives of customer satisfaction and service delivery exchange and enabling the Post Office to develop in to hub for civic and governance initiatives, which will have a direct impact on socio economic well being of citizens. 1000 post offices have already been covered and proposed to extend the project to another 4500 post offices. Project Arrow has been shortlisted for 'Prime Minister's Awards for Excellence in Public Administration' under the category of organizational initiatives. The initiative has been titled as 'Project Arrow - Transforming India Post'. A team of officers from the Department of Administrative Reforms & Public Grievances under the Ministry of Personnel, Public Grievances & Pensions along with officials from ASCI, Hyderabad may visit some of the Project Arrow offices in any part of the country for on spot evaluation of the shortlisted nominations for the award from 24th of December 2009 to 20th of January 2010.
Secretary (Posts) is very keen that all Post Offices in Project Arrow should be able to show to the team members all the achievements and progress made under Project Arrow. |

Further 5170 Post Offices have been networked through broad band. The strong IT‐ base has made it possible to offer a range of e‐enabled services to the customers. |

4 | Core Banking solution for Post Office Small Savings Scheme customers | Any‐where, Any‐time and Any branch banking i.e. Core Banking Solutions (CBS) is included in the 11th Five Year Plan with a financial outlay of Rs. 106 crores for development of CBS software and other related activities. This will support Post Office Savings Bank and Saving Certificates business with improved operational efficiency, to Small Savings Scheme customers from 4,000 post offices. |
| 5 | Premium Services | The revenue from premium products such as Speed Post, Bill Mail Service and Business Post has been growing consistently per annum. From Rs. 425.74 crores revenue booked in 2003‐04, it achieved Rs.1435 crores in 2008‐09. One of the premium products, Speed Post, which is covering more than 1200 towns is now having a market share of 27% in the courier segment. |
| 6 | International Money Transfer | As a result of the collaboration of the Department of Posts, Government of India with the Western Union Financial Services, USA, a state of the art International Money transfer Service is available through the post offices in India, which enables instantaneous remittance of money from 185 countries to India. The recipients can in fact collect the money in minutes after the sender has made the remittance.
The service is targeted to fulfill the needs of NRI dependent families in India, visiting International tourists and foreign students studying in India.
The International Money Transfer process is as follows:
1. To avail of this Service, a remitter goes to any one of the more than 100,000 Western Union Locations in the 185 countries in which the Service operates , fills up a "To send money" form and pays principal amount and charges. The sender gets a Money Transfer Control Number on a receipt after the transaction is sent through the system. Thereafter, the sender calls up his/her payee and gives information on the money sent. The Payee / Receiver goes to the post office , fills up a "To receive money" form shows valid identification and receives money along with the receipt, once the transaction is verified. This entire process is completed within ten minutes.
2. The Payee receives the full amount in Indian Rupees. Not more than 2500 USD can be sent at a time as per applicable RBI regulations which must however be only for personal use..
3. The Post offices treats the payee as "Most Favoured Customers", which ensures courteous and efficient service to them.
